The year is 20XX in Tsuchiura City, Ibaraki Prefecture. In this city where the surface of the Kasumigaura River gently undulates, one of Japan's most militant armed groups, the “New Exclusionist Society,” appears. They occupy a bank and declare a massacre of hostages. The citizens are helpless in the face of this unreasonable violence.
