Kyouka, a transfer student, has been luring men and threatening them, asking for money. Just as she is about to extort them as she usually does, she is kidnapped. She is taken to a place where she finds the class representatives of her school. They belong to the "Town-Pleasure Circle" which maintains public order by arranging sugar daddies for the whole town. As punishment for Kyouka's disruption of public order, they make her have sex as punishment!
