Kimiko Matsuda is part of the sex relief club at school, or something along those lines. Those of you who have read the Kazahara series by Archives I did a while back will know the idea. She’s so good at it she decides to go ahead and get her sex slave license. In doing so, we get a history of how such a system came to be. You can thank the World Health Organization for establishing the International Sex Slave Commission in 2002.
